make a counter shaft arbor tool?

I realize that a arbor tool is a pipe with a specific OD i wanna just buy nd cut a pipe what have you guys done ? And what is the right OD to use?

I bought the factory Miller tool , I do enough to warrant it .
 a wooden dowel is probably the cheapest or a piece of plastic conduit if you can get the correct diameter
