Need advice on 73 cuda

I found a 73 cuda rolling body, it was originally a 318 and guy has 340 (it is apart), front seats and center console. guy wants $3200 and part of me says buy and the other part says no, what do you guys think?

It needs the following:
hood hinges
front pans
rear foot well pans
trunk pan and extensions
RH qtr patch
drivers door skin
dash
all wiring
everything for engine bay ( radiator, battery tray, etc..)
340 is just a long block, so it need accessories and probably rebuilt
drivers side fender
steering column
and fix rust around front and rear windows, drivers side qtr panel
grill

just got the vin and it is a Barracuda.

If the main structure of the car is solid, it's probably worth his asking price.

Rear frame rails have rust, but are not rotted and the front rails look pretty good and so does the K frame.
