You wouldn't have to "boot" people off...Just lock the old one and start a new one....
It would probably take a couple of years  to fill up again. :dunno:

There is already a members list here, and it has a lot of columns, and a search function. Would it not be easy to add a column (or change one not so important) to state/country? Would it also be possible to sort members by column, like a spead sheet? Or, if you can not add columns, change for example "position" to State/country, position is searchable in the members list, who searches for all Newbies, or JR members anyways?

Edit: It is possible to sort by column, just checked.

For what it's worth, I have created a script that reads the (previous) "format" of the member's locations, looks it up via Google Maps and adds it to a computer-readable format. This is how I do the map at http://cudachallenger.ossus.ch/members.html . I could maybe invest an hour or two so people can add and remove themselves directly on the map if people would like that? Don't want to try to force people over to my server for sure! Whatever works best for you guys.

I was thinking by the state.   I like the map too!
