Mystery fender fastners

It is going on eight years since I started this restoration and although I thought I marked and bagged things pretty well as I took it apart, there are a few items popping up that I am uncertain where they go.    Attached are pics of two (fender) hardware items that are in question.  One is two "thick" flat washers, and the other is four stud/nut combos; two long and two short.  The photo is of the one of the longer ones at about 1 13/16".  The studs are 5/16"-18 and I am thinking they mount the lower portion of the fenders but don't know why two different lengths      The washer is 3/8" x 1 5/16 and 3/16" thick.

Is there a online source that illustrates hardware placement like these?

They were probably spacers to line up the lower fender to the rocker panel alignment.

My 70 Challenger has them spacer , stud and nut on the rear lower fender to rocker panel. Another stud on top of the fender at the cowl above the door hinges

Okay, so even though there are two holes in that "flange" at the lower rear fender, only one stud it used?  Is there a bolt in the other hole?
Up on the cowl, is that the (about 1") square hole?  If so am I looking for more large washers to "straddle" those holes?

I have four studs total... guess that would mean I lost two, or they were not  there (on the bottom) when I took it apart  This car has been to the body shop before I owned it, twice that I know of.

Still on the fender maybe?  If not they are available new?

It was pretty common back in the day for us to throw the studs in the circular file and replace them with bolts on the top mounting flange. I'd think the ones you have are probably for the lower fender as mentioned. I've seen restored cars with all upper studs and some with no studs. Go figure.

The "top mounting flange", does that have a large (inch or so) square hole in it?  If so I assume some rather large washers are used under that flange?  Would that be where those thick washers go, there are only two of them, where as on the bottom mounts there are four (total) holes.  All the mounting bolts and studs are 5/16", but those two washer are 3/8" ID.
