Is the a way to tell the difference between a neutral balanced flywheel apart from a non neutral wheel for a 340 engine by looking at it?

Yes , balanced flywheels will have holes drilled in face towards the crank , neutral balanced will be left as cast

You should take a look at what Crankshaft balancer you have as well.

Finally got the new flywheel. That was the problem!!! Another lesson learned. Might make it to Carlisle after all.
