I'd try a shroud first, electric fan will require a complete upgrade of the alternator and wiring harness.
Lot of electric fans require only 10 to 15 amps. No upgrade necessary.
4 Cores can sometimes be too restrictive to airflow.
Puller fans cool about 20% better than the same pusher fan.
